Their distinct feature is that they have a steel pipe core, which instead of being connected to traditional flanges, it is open. This means that the internal component of the buoy will be exposed to a constant flow of water. Inside that steel pipe core it passes a chain, either the chain is connected to the ends of the open flanges through larger shackles to fix it in position, or it is directly connected to the primary chain structure, and is able to move freely through it.
